2012 Executive Board Members

President - Keith Hulsizer,

Chief Deputy Tulsa County Assessor

Keith is a member of the International Association of Assessing Officers. He has been employed by the Tulsa County Assessor’s Office since 1990 and during that time has served the citizens of Tulsa County in many different areas of the office including appraisal, taxpayer services, statistician/analyst, and currently serves as the Chief Deputy Assessor. He has served the Oklahoma Chapter of the IAAO as a member of the Executive Committee and the Executive Board since 2005.

Keith married his junior high school sweetheart, Dale Ann, in 1975 and they have two sons, one daughter and two grandchildren. In his spare time he enjoys being on the water and fishing with his wife, children, grandchildren, and friends. He is also a life long player, coach, manager and an avid fan of the game of soccer.

Vice President - Daniel Jenkins,
Appraisal Coordinator Cleveland County Assessor

Daniel has been employed with the Cleveland County Assessor’s office since 1995 and currently serves as the Appraisal Coordinator. In this role, he supervises the residential appraiser staff and is responsible for maintaining awareness of current issues in the assessments of county residents with their questions and property valuation appeals.

Active in the International Association of Assessing Officers (IAAO), Daniel attended recent conferences in Orlando, Florida and Reno, Nevada. He has been a member of the Oklahoma Chapter of IAAO since 2002 and, in 2010, served as Secretary/Treasurer.

Daniel is a graduate of Oklahoma City Community College and a native Oklahoman. He has a passion for real estate, computers, education and learning new technologies.

Sec./Treasurer - Joe Hapgood CAE,
Oklahoma Tax Commission

Joe Hapgood is a Revenue Administrator with the Ad Valorem Division of the Oklahoma Tax Commission, responsible for management of the Equalization and County Training/Support functions of the Division. He has served in this capacity since July, 1993.

Prior to that, Joe served as both CAMA Director and Interim Coordinator for the Oklahoma Ad Valorem Task Force, and worked for six years in the Oklahoma County Assessor’s Office in various capacities.

Joe received his CAE designation from IAAO in 1991. He also holds the State of Oklahoma Advanced Appraisal Accreditation, and has been a member of IAAO and the Oklahoma State IAAO Chapter since 1986. He served as president of the Oklahoma IAAO Chapter in 1993-1994.

Joe recently completed three years of service to IAAO on the Technical Standards Committee, and served as Chair of that committee in 2010.

When he’s not forced to work, he enjoys playing classical guitar and fishing.
